My aquarium filter keeps making noise?Same question but more detail?

I just brought my 20 gallon fish tank filter.It is call Tetra Whisper Ex20.I thought its not suppose to make noise.. Does anyone know how to stop making its noise? plz? Water is filled up highly too.it is the spin thing in there ?
